Towards a World Bank Group Policy on the Social and Environmental Impacts of Dams, Reservoirs, and Hydroelectricity Projects

This paper by Goodland, Hayes, and Blackwelder offers the case that mega dams as proposed by the World Bank are not the answer to the Bank’s stated priorities, namely reducing poverty and preventing climate change. The paper also offers ways the World Bank could vastly reduce the impacts of energy- and hydro-development while reducing poverty and climate risks.
